On 11/7/97 EPA proposed a finding of significant contribution and rulemaking for certain states in the OTAG Region. If any of the affected states do not respond to the final rulemaking in a timely manner, EPA would be required to promulgate a FIP under section 110(c)of the CAA. EPA is proposing that if it must ensure NOx reductions for any of the affected states under either the Section 126 process or the section 110 FIP process that a NOx trading program for large stationary sources would be an important component of EPA's NOx reduction strategy.
This ICR addresses the paperwork burden related to (1) transfering and tracking allowances, (2) the allocation of allowances to affected units, (3) permitting, (4) annual year-end compliance certification, and (5) meeting the monitoring and reporting requirements of the program.
