In the National Energy Policy Report issues in May of 2001, The National Energy Policy Development (NEPD) Group recommended that the EPA, in consultation with the Secretary of Energy and other Federal agencies, examine the NSR regulations, including administrative interpretations and implementation, and report to the President within 90 days on the impact of NSR on investment in new utility and refinery generation capacity, energy efficiency, and environmental protection.
The purpose of this document is (1) to provide background on the NSR program and its implementation, (2) to provide an introduction to some of the information EPA is developing for the final report, and (3) to request comment upon the information in this document and additional information needed for the review. The data contained in this background document is based largely on a search of publically available information.
