This cost analysis was performed to assess the reasonableness of emission credits for cogeneration facilities under NSPSs being developed to limit SO2 emissions from industrial-commercial-institutional steam generating units with heat input capacities of greater than 100 million Btu/hr. Two regulatory alternatives were analyzed: standards based on the use of low sulfur fuels, and standards requiring a percent reduction in SO2 emissions based on the use of flue gas desulfurization systems
