Standards of performance for the control of VOC emissions from Volatile Organic Liquid (VOL) storage tanks are being proposed under the authority of Section III of the Clean Air Act. These standards would apply to all new and existing storage tanks having a capacity of 75 cubic meters or larger, which are to be used for the storage of VOL. This document contains background information and environmental and economic impact assessments of the regulatory alternatives considered in developing the proposed standards.
