EPA has prepared this RIA to accompany the Agency' proposed regulations for the implementation of Title IV of the Clean Air Act as amended (42 U.S.C. 7651 et seq.), which imposes limits on emissions that cause acid rain. The RIA was developed in accordance with Executive Order (EO) 12291, which requires federal agencies to assess the costs, benefits, and impact of all "major" regulations.
