A national emission standard for the control of fugitive emissions of benzene from the petroleum refining and organic chemical manufacturing industries is being promulgated under Section 112 of the Clean Air Act (42 U.S.C. 7412, as amended). This standard will limit fugitive emissions of benzene from existing and new equipment in benzene service.
This document summarizes the responses to public comments received on the proposed standards and also summarizes the basis for changes made in the standards since proposal. Although the requirements of the rule have changed since proposal, the economic analysis was deemed reasonable for the final rule. The environmenal and health impact analyses were changed and the new results are provided as attachments to the final rule BID.
