This report provides the results of the economic and energy impact analysis performed for the proposed Utility MACT rulemaking. EPA used the Integrated Planning Model (IPM), developed by ICF Consulting, to conduct its analysis. IPM is a dynamic liner programming model that can be used to examine air pollution control policies for mercury and other pollutants through the contiguous U.S. for the entire power system.
