Standards of performance for the control of volatile organic compound (VOC) equipment leaks from the petroleum refining industry are being promulgated under Section 111 of the Clean Air Act. These standards will apply to equipment leaks of VOC within new, modified, and reconstructed petroleum refinery compressors and process units. This document summarizes the responses to public comments received on the proposed standards and the basis for changes made in the standards since proposal. The economic analysis is contained in the BID for the proposed rule, A.82.16.
