6. Introduction to Solid and Hazardous Waste and Toxic Chemicals Economic Assessments

Solid and hazardous waste economic assessments are produced by EPA as it develops rules and regulations under the authority of the Resource Conservation and Recovery Act, the Comprehensive Environmental Response, Compensation and Liability Act, the Superfund Amendments and Reauthorization Act, the Emergency Planning and Community Right to Know Act, The Pollution Prevention Act, the Federal Insecticide Fungicide and Rodenticide Act, and the Toxic Substances Control Act. As detailed in Section 3, several of these statutes require EPA to consider or balance costs and benefits before it selects the preferred regulatory alternative. The Main Assessment View of the Regulatory Economic Analyses Inventory database contains nearly 400 documents related to the regulation of solid and hazardous waste, toxic substances and pesticides, which are divided into the following groupings. Each group is further subdivided into several categories containing one or more documents. Hazardous and Toxic Waste - CERCLA and Superfund Hazardous and Toxic Waste - Land Disposal Regulations Hazardous and Toxic Waste - Management Standards and Regulations Hazardous and Toxic Waste -Underground Injection Restrictions Hazardous and Toxic Waste -Underground Storage Tanks Pesticides and Related Regulations Pollution Prevention Studies Solid Waste Management Standards and Regulations Toxic Chemicals Regulations Three documents, all RIAs, are reviewed here to help characterize the entire record for solid and hazardous waste and toxic chemicals. The three documents reviewed are from the last group: Toxic Chemical Regulations: Lead Paint Hazard Disclosure Lead-Based Paint Hazard Reduction Regulations on Microbial Products of Biotechnology In addition, one RIA for a land disposal regulation is reviewed: Supplemental Proposed Rule Applying Phase IV Land Disposal Restrictions to Newly Identified Mineral Processing Wastes
