EPA's Economic Analyses and Regulatory Decision Making

The report presents the results of an assessment of perceptions about the use of economic analyses in regulatory decision making by EPA. EPA decision makers' perceptions about the use of economic analyses are compared with the perceptions of other EPA staff and Office of Management and Budget (OMB) personnel who are also involved in the regulatory decision making process. Four regulatory decision making processes were studied: 1) National Ambient Air Quality Standard (NAAQS) for Particulate Matter (PM10), 2) Effluent Guidelines for Organic Chemicals, 3) Proposed Asbestos Phase-down rule, and 4) Ethylene dibromide (EDB) suspension decision for grain. Twenty-three people were interviewed. The report presents the conclusions from these comparisons and recommendations for future research.
