This section examines the potential for new environmental management programs based on economic instruments. Four new approaches to managing local and regional air quality are described in section 4.1. Section 4.2 describes the potential for using market-based instruments to reduce emissions of the greenhouse gas CO2 in the context of the Kyoto Protocol. Section 4.3 considers potential new instruments for controlling water pollution, while section 4.4 examines new market-based approaches for managing solid and hazardous waste. Section 4.5 summarizes these proposals.
