An economic analysis of the industries affected by the Polymers and Resins I National Emissions Standard for Hazardous Air Pollutants (NESHAP) was completed in support of this proposed standard. Economic impacts were computed for industries directly affected by the NESHAP, among them butyl rubber, nitrile-butadiene rubber, styrene-butadiene latex, and polybutadiene rubber.
The facilities in these industries, all of whom produce elastomers (synthetic rubbers), must control various HAP emissions by the levels of control required in the standard. Several types of economic impacts, among them product price changes, product output changes, job impacts, and effects on foreign trade, were computed for the selected regulatory alternatives.
