The purpose of this memorandum is to discuss the methodology used to estimate national cost and emission impacts of the industrial, commercial, and industrial boiler and process heater NESHAP. The results of the cost and emission impacts analysis are also presented for the MACT floor level of control and options more stringent than the floor. Control options more stringent than the MACT floor were chosen based on control technologies that could achieve greater emissions reductions than those at the floor.
