The standards will reduce emissions of hydrochloric acid (HCI) from steel pickling facilities that use the HCI process and from acid regeneration plants that treat waste pickling liquor to produce reusable HCI. Chlorine emissions from acid regeneration plants will also be reduced. The rules establish final HCI control requirements for steel pickling lines, hydrochloric acid regeneration plants, and hydrochloric acid storage vessels. The final standards are promulgated under the authority of Section 112(d) of the Clean Air Act.
