This report responds to Congress' request for information on the costs of implementing pollution control measures to develop and implement TMDLs. Estimates are provided for both adminstrative costs, including listing impaired waters and developing TMDLs and costs to pollutant sources to implement TMDLs. Costs to pollutant sources are estimated under three scenarios of the structure of the TMDL programs.
