A draft rule for the regulation of volatile organic compounds (VOC) from automobile refinishing is being proposed under the authority of Section 183(e) of the Clean Air Act. This document contains information on the automobile refinish industry, and presents control options and their associated environmental and cost impacts. It presents estimates of the costs that coating manufactureres, distributors, and body shops would incur from the implementation of the coating options. It also discusses the cost effectiveness of the control options. No additional economic analysis was conducted for the final rule.
