A draft rule for the regulation of emissions of organic hazardous air pollutants (HAPs) from chemical processes of the synthetic organic chemical manufacturing industry (SOCMI) is being proposed under the authority of Sections 112, 114, 116, and 301 of the Clean Air Act as amended in 1990. This document presents a summary of the rationale for the regulation, and summarizes how costs, economic impacts, and benefits were calculated. Benefits and costs are then compared to determine the net benefits to society from this regulation.
