Off-site waste recovery operations are facilities that treat, store, recycle, and/or dispose of wastes received from outside the boundaries of the facility. Under the authority of the CAA, a NESHAP is proposed to control organic hazardous air pollutant (HAP) emissions from off-site waste and recovery operations. This document provides background information on emission sources of off-site waste and recovery operations, HAP emissions, applicable emission control technologies, and the costs and environmental impacts of implementing these control technologies.
