The purpose of this Technical Support Document is to provide background information on support of the regulatory decisions for control of mobile source air toxics under Section 202(1)(2) of the Clean Air Act. It contains comprehensive information about all programs that control HAPs from mobile sources as part of a description of the development of the proposed rule requirements. The proposed rule sets new gasoline toxic emissions performance standards which require refiners to maintain current levels of overcompliance with RFG and anti-dumping toxic emission performance requirements.
