EA for proposed rule to strengthen the rules for using certain hazardous materials in the production of zinc-containing fertilizers. The proposed rule would (1) remove the unconditional exemption previously granted for the use of K061 -- emission control dust from electric arc furnaces (EAFs) in the iron and steel industry, (2) add conditional exemptions for secondary feedstocks (e.g., brass dust, EAF dust, and tire ash), and (3) add product specifications for excluding hazardous waste-derived zinc-containing fertilizers.
The proposed rule is expected to affect two firms (three facilities). The cost and economic impact analysis is, therefore, a firm-by-firm qualitative analysis supported by quantitative information. Both firms are small businesses so the analysis is also a small entity impact analysis. The document also includes a brief qualitative benefits analysis.
