Analyzes the benefits, costs, and economic impacts of the final rule implementing Sections 402(a)/404 of TSCA, Title IV: Lead Exposure Reduction. Provisions under Section 402(a) of Title IV require that all individuals engaged in lead-based paint abatement activities be properly trained, that training programs be accredited, and that contracting firms be certified for conducting lead-based paint activities. Section 404 authorizes states to administer and enforce their own lead-based paint program, which shall be "as protective" as EPA's Federal Program under Section 402(a).
