The purpose of this report is to present proposed methodologies for assessing the benefits, costs, distributional impacts, and other key features of the UST cleanup program. It also describes the advantages, disadvantages, and data requirements associated with the different methods. Two sets of methods are presented. One set for describing retrospective program impacts accruing (in both the past and future) from actions taken between implementation of the program in 1988 and the present time. The other set for estimating the impacts of program actions taking place between the present time and 2005 (i.e., prospective effects).
