There are three types of spent hydroprocessing catalysts generated by petroleum refineries. In a final rule promulgated 8/9/98 (see S.98.15) EPA listed two types as hazardous wastes: spent hydrotreating catalysts (K171) and spent hydrorefining catalysts (K172). EPA took no action regarding a listing of the third type, spent hydrocracking catalyst. Since publication of the final rule, EPA received inquiries regarding the regulatory status of spent catalysts removed from "dual purpose" reactors, which conduct hydrotreating (or hydrorefining) and hydrocracking in the same reactor.
This background document summarizes the results of a literature review and technical assessment identifying and characterizing petroleum hydroprocessing reactors, emphasizing dual purpose reactors.
