This manual is intended for use by individuals involved in New Source Review (NSR) and Prevention of Significant Deterioration (PSD) permitting. The manual is divided into two sections.
(1) The first section analyzes the BACT portions of all PSD permits issued in the US between 1981 and 1984. The ultimate goal of this analysis is to determine whether requiring PSD applications to consider applicable control alternatives would result in more stringent BACT emission rates.
(2) The second section discusses PSD permitting process and highlights those portions of PSD applications that are most relevant to BACT decision-making. A subsection examines how toxic air pollutants (TAPs) might be best folded into the BACT process.
