This guidance manual aims to show POTW managers how effective budgeting and cost accounting systems can help them do a better job running their plants with limited resources. The report focuses on the issue of pretreatment of wastewater from certain sources. Because decisions in one part of the POTW affect other departments, the authors chose to analyze budgeting and cost accounting systems holistically rather than within pretreatment alone.
